A USC in Australia is reporting that he could not open a “Virgin Saver Account”, a product of Citibank, due to his American citizenship:
“I tried to open a Virgin Saver account and couldn’t get past the first page because of this declaration:
“I state that I’m not a US Citizen/person for the purpose of US Federal Income Tax”

11.2 You will be asked to certify under penalties of perjury that:
(1) you are not a citizen or resident of the United States of America (USA); and
(2) you have not been, nor do you expect to be present in the USA for a period aggregating 183 or more days during any calendar year.”

Some interesting facts about the current IRS environment:
45% of overall IRS leadership has left since October 2011
25% of the IRS workforce will be eligible to retire in 2016
40% of the workforce will be eligible to retire in 2019
More than 50% of the IRS workforce are age 50+
The total IRS workforce is approximately 87,000 employees, 13,000 less than in 2010 and the IRS expects to lose 3,000 full-time employees in the upcoming fiscal year.
According to the National Taxpayer Advocate, the IRS training budget has been slashed by 80% since 2010, leaving agents less equipped to perform their jobs appropriately.
The IRS receives more 100 million telephone calls and 10 million letters per year.

The Guardian notes that Johnson, in his capacity as mayor of London, has criticized the U.S. Embassy for not paying the city’s congestion charge. The U.K. government says U.S. Embassy owes the city about $12 million, but the Embassy says the charge is a tax from which its diplomats are immune.

If you have dual nationality, you are already governed by laws you don’t know about.
Australia has reciprocity agreements re pensions with a number of countries. If you worked in another country before you immigrated to Australia, you can find that the Australian government requires you to apply for the age pension both in Australia and your former country.
More than that, you will be required to prove that you were actually in Australia during the years you’ve been living and working here and paying taxes.
Try doing that when you’ve lived in Australia for almost 40 years and you didn’t know you should save every scrap of information — like the flight number of the airplane you arrived on all those years ago.
The idea is that your former country should share the cost of your pension. It may be a piddling amount, but you now get to deal with two bureaucracies for the rest of your life. You may or may not get any extra money out of it, but Australia will be able to deduct something from the pension you earned here.
As far as I know, you can’t even get out of this by renouncing your original citizenship.

Other than that, the article sounds eerily like Canada’s Bill C-24. Our new Prime Minister, Justin Trudeau, though, says *A Canadian is a Canadian is a Canadian*. When do I find out if I have been Fatca’d? I have several bank accounts. I am sure many people have more than one account. So is that 30,000 the number for bank accounts or actual “US persons”? Does the number only included only residents of the US with Australian bank accounts or Australian residents with US taint or both? I use ATM’s a lot. I have not mentioned in any bank that I was born in the US. I try to avoid going inside banks like the plague.

I was born in the US. I have not been asked by my bank. I also avoid going in to the bank.
Has anyone in AUS received a letter from bank or FATCA?
@au – I was born in the U.S. too. I have not gotten a letter from the bank although my “bank relationship manager” keeps trying to book a meeting with me. I keep postponing it.
I heard that everyone with Commonwealth Bank got a letter. No discrimination.
