The Czech government recently approved the Finance Ministry’s intention to sign an intergovernmental agreement with the USA on providing information on bank accounts of American citizens to the US tax administration. The data would be provided by the Czech tax administration office.

Article II, Section 2, Clause 2 of the United States Constitution grants the President of the United States the power to propose and negotiate treaties between the US and other countries, with the advice and consent of the US Senate. In practice this means that 2/3rds of the US Senate must vote to ratify a treaty proposed and negotiated by members of the Executive Branch. As a member of the United States House of Representatives, I do not receive an opportunity to vote on ratification of treaties. A law passing Congress can be used to repeal a treaty however.
