EmBee suggested that it would be good if there was a thread for new articles, so that people would be aware of where to comment. So, I created this permanent page. The gap in the story is the ignorance. U.S. tax returns contain a question asking if you have one or more foreign bank accounts, and the instructions clearly say to answer “NO” if the total in all such accounts is under $10,000. If the writer has been filing U.S. returns then the writer would have encountered the question. This is not an issue with a number of Brockers who did not file U.S. returns.
Perhaps this could be an IBS feature: response to ‘we had to accept FATCA/IGA because we were up against an 800 ibs Gorilla.’

Two things:
1. The question that you identify is on Schedule B of the 1040. The article doesn’t make clear whether her return included a Schedule B or not. (Although the article suggests some investment income which would suggest a Schedule B should have been filed.) But either way:
2. The real problem is the question itself. To ask about a “foreign bank account” would NOT necessarily be understood to mean a bank account outside the United States. Many people interpret “foreign” to mean a country outside their country of residence. So, this might mean either an account in the U.S. or an account in a country other than Italy. Maybe she should filed an FBAR listing her U.S. dollar account.
3. Knowlege of the existence of an FBAR is not the same as knowledge of a requirement to file it (particularly since it is NOT part of the 1040, it not part of Title 26, is part of Title 31 and is not filed with the IRS).
In any case, it is very common for people to have filed U.S. tax returns and not filed FBARs.

Has JT made a coherent and properly informed statement about the FATCA IGA yet? I still remember (with search engine help) his pre-IGA implementation Okotoks stumble. I don’t follow him so I have to rely on catching something here on Brock.

The kijiji ad got posted today (first attempt failed but then he tried a different e-mail and the deed was done). It has 6 views so far — not ours (we think) because we are trying to refrain from peeking to get a better idea of how it’s going. When you access via your e-mail it doesn’t seem to add a view that way — just a theory so far.

@EmBee – Great news!!! Nice to know the word is being spread!!!!! Were you able to post in more than one Kijiji city in the province? One can see how many visitors have been by for each ad one places by clicking “My Kijiji” up at the top right of any Kijiji page (if you have signed in). At this point the Ontario ads have drawn 126 visits. I’ll probably repost in a week.
Anyone else out there willing to post a few “US Person – – you need to know more about FATCA” ads on Kijiji in BC, Manitoba, Quebec, Yukon or the maritimes provinces? Is there something similar to this over in other countries?
Article about how foreign countries want American retirees. I chipped in with the sobering insight that to live abroad Americans probably have to renounce. Worth while others sending the same message.

As many US citizens are finding out, you likely have to renounce your citizenship if you want to live abroad. The US has become vindictive in it treatment of anything foreign. They make you file informational forms that carry hefty penalties if you don’t know about them ($10,000 / year / account). The burden and risks to banks and other financial institutions are so great that they likely won’t let you have foreign accounts. It may cost you several thousand dollars to file your taxes with no guarantee that the accountant will get all the forms right leaving you with fines.
It’s easy to overlook these things, Neill, but there was a link in the article “four questions to ask before retiring overseas”. The fourth was taxes:
“How much will you owe in taxes? Moving abroad doesn’t mean you can escape Uncle Sam.
You’ll still have to pay any U.S. taxes you would typically owe on your retirement income and investments. Depending on where you move, you could also owe local taxes.
Even if you don’t owe anything, you’ll still have to submit your annual returns with the IRS.
These returns can be “incredibly complicated,” forcing many expats to spend thousands of dollars on accounting services each year, said John Flint, a Paris resident and the former president for the Association of Americans Resident Overseas.”
