An excellent article definitely worthy of some positive comments. USA Today is about as mainstream as it gets and is widely read by average middle class US homelanders.

The anger, resentment and grief many of us are experiencing can’t help but take its toll on us. The Swiss NZZ ran an article on FATCA and the OECD automated bank data exchange called “America wants much and gives little”. It makes the following key points:
1) The US under FATCA grants reciprocity in limited cases.
2) Foreign banks under FATCA must search for the owners behind legal entities but US banks do not have to.
3) OECD’s automated data exchange rules give special treatment to US banks in that they are not required to investigate “passive non-financial foreign entities” (e.g., trusts, corporations with bearer shares) for countries which the US does not have a FATCA IGA but requires it of all other countries. This reduces US banks’ expense versus non-US banks.

I was looking at the ways identity theft occurs in the USA. It will be so much easier with FATCA reporting. No need for someone so inclined to pick up the phone and misrepresent himself as being from the IRS or to go dumpster diving. He only needs to intercept the FATCA reports (bribe an employee, hack the system) and there’s all the information he needs to do whatever dirty deed he has in mind. That might not even be identity theft. It might be corporate spying, blackmail, etc.
Naturally the IRS solution to the problem is to create more hoops. This time it’s an IPPIN Program. “The IPPIN is a six-digit number issued annually by the IRS to all taxpayer’s who have had their identity compromised and have completed Form 14039 reporting the compromise.”

So that is the way the IRS is going to deal with it.. Make sure u get a new number to ensure u pay? My family member had an issue over 5 yrs ago with identity theft.. its still going on… credit cards open all over… buying things I wouldn’t have even thought of… all types of things.. once it starts… its impossible to stop them. If u try to get help… they act like u are the thief.. So basically… I will be robbed by the gov’t… then the thieves will ensure I no long have a future either…

Yep. The horse is already out of the barn. Your identity has been stolen but the IRS will make you fill out an annual form (requires answering personal questions, providing documentation of your identity and reporting the details as to why you belief you are an identity theft victim); assign you another identification number (annually); and make damn sure they get your tax payment — even if someone has already emptied your account by stealing your identity.

You’d almost think there are 25 times as many snowbirds in Canada as there are US persons. I hope those 25 million snowbirds all get caught in the border crossing trap and become US persons for US tax purposes and then we would have the numbers behind us to make the damn Canadian gov’t listen to us. (Warning: Reductio ad absurdum.)
I think it was Badger who directed my attention today to this symposium held on January 28, 2014 (International Data Privacy Day) in Toronto. It was well worth watching the videos which reveal more important information and hint at some hope for the future. In the right sidebar there’s an opportunity to sign a “Protect our Privacy Statement”. There was no mention of FATCA but FATCA, above all, is a privacy issue and I think it’s important for all of us to look inside the big tent of privacy issues to better arm ourselves in our specific fight against FATCA. It also reminded me about EPIC (Electronic Privacy Information Center) and its efforts to stand up against NSA surveillance and other assaults on privacy.

I learned that Canada passed a law equivalent to the US Patriot Act on December 24, 2001 (see David Fraser’s presentation on Panel 2) and how tightly bound CSEC is to the NSA. Canada also has a secret court which is the equivalent of the US FISA court. I wonder if David Fraser could be approached to help in some way with FATCA?
