It makes me emotional (tears in the eyes of a white haired – at least to the extent that there is hair remaining- man) to read about what appears to be a seriously focused attempt to right an awful wrong being done to the entire world by sadly misguided people.
If these RO guys really cared about Americans abroad, they would be challenging Cook vs. Tait / CBT which is the real core issue for expats. FATCA is only the enabler.

The Dems are circling their wagons to protect CBT and FATCA. They have now changed “Same Country Exemption” to “Safe Harbor Provision.” Safe Harbor for who? Safe Harbor for Expats or Safe Harbor for CBT and FATCA?
I just read that DA blurb you referenced, Samuel Adams, and all it says is “a safe harbor provision that will exempt from FATCA reporting the financial accounts of tax compliant Americans abroad in their country of legal residence.”
It begs the question…..what do they mean by “compliant?” Sounds to me like still a US-centric definition of compliance. And don’t forget the consequences of voting with regards to relinquishment. Screw them!
How about a REAL and HONEST amnesty, letting us abandon our “USness” for free with us losing all the “benefits” of their oh so “coveted” citizenship?
Doesn’t DA’s proposal leave out about 7 or 8 million USP’s, then? I guess it doesn’t much matter to them since those 7 or 8 million aren’t likely to vote anyway.
DA, you can keep your citizenship based taxation – you’ll just have to do it without the citizen, I’m afraid.

—I have offered myself as a plaintiff in both the Canadian FATCA IGA lawsuit (ADCS-ADSC; Ginny and Gwen plaintiffs) and the U.S. FATCA lawsuit (ROA; multiple plaintiffs). Today I signed an agreement with the (Jim) Bopp Law Firm to represent me as one of the plaintiffs in the legal challenge to the U.S. FATCA law. See my ADCS blog comment
—I’m sorry but I cannot give you any firm date on when the ROA lawsuit will be filed in court. The lawsuit will happen.
