    I’ve been asked to save Uncle Sam from financial ruin! At least,
    that’s the message I take from a letter I received this week from the
    Internal Revenue Service.

    Let me explain.

    I am Canadian-born
    and only took out U.S. citizenship because I married an American and
    gave birth to my first daughter in Washington state, automatically
    making her an American. I wanted to ensure I had the same citizenship as
    my child, should a custody battle ever erupt in this age where lifelong
    marriages seem obsolete. It was a prophetic decision.

    After an ugly divorce, my daughter, whose Canadian citizenship had been established, and I moved home to Canada.

    When
    I first lived and worked in Vancouver, I filed an American income tax
    form because I was told I must. I soon learned about the North American
    Income Tax Treaty, which basically established that I didn’t owe the
    American government a penny in income tax because Canadians pay a higher
    income tax rate to their government. I’ve been back in Canada for more
    than 20 years and had long stopped filing these U.S. forms because it
    just seemed redundant.

    But over the past year there have been
    articles issued by the IRS stating it was out to get all those American
    citizens living abroad who had not been filing tax returns every year.
    The articles put the fear of God in me; the last thing I wanted was to
    be accused of tax evasion even though I’ve paid the Canadian government a
    rather staggering amount throughout my working career.

    As a result of the threats, I dutifully filed my 2011 income tax return to the American government…
