New Rules for Crossing the Canadian-US Border
Masquerading (?) as an extension of the pre-clearance system already in place, the Canadian government ” is preparing to introduce legislation that will establish rules for a new border-crossing experiment that could change the way travellers enter the U.S.”
- It will spell out the rights and responsibilities of U.S. customs agents working on Canadian soil
- preclearance is being extended to land travel with the first pilot projects occurring at train stations in Vancouver and Montreal
Under the 2001 airport deal, American agents can detain travellers in Canada — but it would be up to domestic police services to make a formal arrest. Also, American officers can be present for a strip search, but not when it involves travellers of the opposite sex. Other provisions govern the ability of agents to carry firearms.
“This is not a newfangled thing. We have preclearance (at airports),” Freeland said in an interview. “It works very well for Canadians, and that’s why we’re keen to extend it and formalize the structure a bit more.”
The land-preclearance agreement was first announced by the former Conservative government and the Obama administration, but implementing legislation had never been passed.
“That’s a really important step — introducing and passing the enabling legislation in Canada is really important,” said Maryscott Greenwood of the Canadian American Business Council.
The Canadian government has apparently concluded that the economic benefit warrants the cost. Canada will pay for U.S. customs infrastructure on Canadian soil.
Hmmmm… if we already have a pre-clearance program, why on earth do we need more rules, particularly ones that define being detained by Americans on Canadian soil, strip searches, and use of firearms by US agents? This reminds me an awful lot of the IGA and how it is “authorized by the Treaty.” If the Treaty covered it, why the IGA? If pre-clearance is already established, why the need for rules that sound like anticipated arrests rather than just the checking of documents etc? And of course, implementing legislation in the US does not exist and Canada (of course) will pay for Americans operating on Canadian soil. Will Canadian officers have the same “rights and responsibilities on US soil and will the US pay for that?
I cannot help but think that this is another way for the U.S. to try and sneak through the problems that have prevented previous attempts to have policing conducted by the U.S. in Canada as the U.S. sees fit. Definitely something we should all keep an eye on.

@badger, I would have to say that a so called “dual” on the Canadian side would have the protection of Canada assuming that arrest authority remained with the RCMP and said “dual” solely had a Canadian Passport on him/her.
That said, I would be more comfortable if Canada “resigned” the Master Nationality” convention!!!!

Our government and that of the US, indeed all Western sovereign nations are in the grip of the Globalist agenda. We simply cannot deny it. OECD, Agenda 21, “Climate Change” for all Western countries and nothing at all for China, India, etc. spewing polution willy nilly while having tax dollars sent to them while Western rights and money are transferred at the will of the UN and Co. When TPP is ratified in parliament the jig is up. For good and all.
We won’t have to worry about wrong headed rulings from the bench or any rulings at all that do not conform to the UN and Global agenda that favour the amassing of wealth to them while they go about their business of ruining every life on the planet while their salaries are tax free.
This is well underway and nearly complete. Obama is working OVERTIME to complete it before the election and may, as some speculate, declare Marshal Law before, during or after as it suits his fancy.
There is little doubt that Donald Trump is viewed both in the US and Canada as something of a less than serious candidate even now OR something to be viewed as evil incarnate depending on one’s less than informed view.
Many millions of Americans have voted otherwise in one of the most contentious campaigns in either Democrat or Republican parties. Certainly Republican.

Mr. Obama and Mr. Trudeau get along well because their policies are nearly the same: Globalist agenda.
Mr. Trudeau is even more unprepared and qualified than Mr. Obama if such a thing is possible. Which is exactly the point.
They are both puppets to those who are implementing their agenda world wide as can be seen in both Syria , Libya, Ukraine and now all of Europe. Europe is being destroyed completely by the influx of such numbers of migrants ( Soros paid for) as to overwhelm entire societies and destroy sovereignty and culture while using the chaos as an excuse to deny individual freedom and rights.
Mr. Trump is the only candidate in the US or in the entire world who intends to end this , certainly for the United States and return the country to her people , safeguard both the borders and sovereignty. IF he succeeds, it will be good for Canada. IF not , well, we are already swirling the drain.
In the meantime it is our fight to get the restoration of our Charter Rights as soon as humanly possible. And insist they not be negated by any judge who may have been persuaded that a global view of things might be in his/her best interests.

I have long been afraid that the US will use this in conjunction with their ridiculous “war on expats” in spite of others thinking that’s too much. And I became aware of the Border Issues due to the opposition of the Council of Canadians to the Border Action Plan.
We need “Occupy” and all sorts of others who “get this.” Civil disobedience is going to become necessary.

I believe and in fact fear that the only solution to all this is 1776.2. Many actions by the USG suggests that they are acutely aware of this and have been preparing for it for several years now.
No guarantee of success but not doing it guarantees failure.
